Renne Public Law Group (RPLG) is excited to announce the promotion of Andrew Shen to assistant managing partner. As the firm continues to expand in size and reach, its operations have evolved, creating a need for more operational capacity and leadership to support internal coordination. Andrew’s promotion reflects RPLG’s commitment to ensure the firm stays connected to its clients and effective during its growth, as well as Andrew’s highly respected status within the firm.

In his new role, Andrew will help guide firmwide strategy and operations, support attorney development and strengthen internal communication while continuing to prioritize client service. He will maintain his active government law legal practice while helping position the firm to meet the evolving legal needs of public agencies.

“I look forward to focusing on how a team should operate and what we want the culture to be,” said Andrew. “I especially value RPLG’s focus on mentorship and want to make sure our younger attorneys are integrated into the firm.”

Since joining RPLG in 2022, Andrew’s work has centered on advising clients through complex legal and governance questions while supporting day-to-day operations and long-term decision-making. Andrew regularly shares his expertise at statewide conferences, most recently presenting on conflicts of interest at the 2025 California Lawyers Association Public Law 101 Conference and on affordable housing at the 2025 League of California Cities Conference.

“As an advice attorney, I am most proud of the relationships I have formed and maintained over my career,” said Andrew. “I have developed a strong appreciation for the value of trust and thoughtful judgment that will allow me to serve the especially talented and expert group of attorneys here at RPLG.”

Andrew joined the firm from the San Francisco City Attorney’s Office, where he advised the mayor, board of supervisors, city commissioners, department heads and staff on legislation, conflicts of interest, election law and ethics compliance. He also led the ethics and elections team, providing guidance on some of the city’s most complex and high-profile legal issues.

As assistant managing partner, Andrew will collaborate with Managing Partner Jon Holtzman to make thoughtful, strategic decisions affecting firmwide training initiatives, internal communications and mentorship.

“We’ve grown a lot, and that changes how you have to think about running the firm,” said Jon. “Andrew is a trusted advisor and a respected leader. He understands our culture and values. Having him in this management role will help us stay connected and intentional as we continue to grow.”
