Renne Public Law Group (RPLG) welcomes Rubin E. Cruse, Jr. as Of Counsel. Prior to joining RPLG, Rubin served over 24 years in the Shasta County Counsel’s Office, where he also served as the County Counsel for the Shasta County Board of Supervisors since 2010. During his tenure with Shasta County, he oversaw operations of the County’s in-house law office while simultaneously providing wide-ranging legal advice and representation to the Board of Supervisors, the County Executive Officer and other County leadership. His extensive first-hand experience navigating the various issues impacting California’s public sector makes him an excellent fit for RPLG’s team of attorneys.

Throughout his decades of service, Rubin has developed a particular interest and expertise in addressing housing and homelessness. He updated Shasta County’s ordinance concerning unlawful camping in response to recent court decisions and provided legal advice to the Board of Supervisors on local ordinances related to panhandling. Rubin also has advised on efforts to provide affordable housing. His specific practice areas also encompass elections, land use, public agency law and labor and employment.

Alongside his management of Shasta County’s in-house law office, Rubin also served as Vice President and President of the County Counsels’ Association of California. The association presented him with the James B. Lindholm Jr. Legacy Award for his outstanding contributions to the organization and broader public agency law.

Rubin holds a B.A. in Economics from the University of Michigan and a J.D. from the University of Southern California.
