Renne Public Management Group (RPMG) Consultant Dave Winnacker gained entry to the California Fire Chiefs Association (CFCA) Hall of Fame as part of its 2025 class of honorees. The prestigious recognition celebrates fire chiefs’ lifetime achievement.

“I’m honored to be recognized alongside other dedicated leaders who have shaped the fire service across California,” said Dave. “This award represents the collaborative work of countless professionals committed to protecting our communities and advancing excellence in the field.”

The CFCA Hall of Fame, established in 2023, honors fire chiefs who have made significant contributions at the county, state or national level. The organization evaluates inductees based on their service, leadership, innovation and dedication to the profession.

As a consultant with RPLG, Dave brings more than two decades of expertise. Former chief of the Moraga-Orinda Fire District, he served as Western Fire Chiefs Association California director and California Fire Chiefs Association Wildland-Urban Interface Task Force lead, and represented the fire service on the California AB 9 Wildfire Mitigation Committee and the California AB 642 Risk Modeling Advisory Workgroup.

Beyond his fire service career, Dave co-founded XyloPlan Risk, a wildfire risk assessment and visualization company, and advised ZoneHaven, now known as the Genasys Protect, an evacuation software used throughout California. A brigadier general in the United States Marine Corps Forces Reserve, he serves as commanding general, Force Headquarters Group.

At RPMG, Dave applies his extensive fire service and military leadership experience to help local governments address California’s most pressing wildfire challenges through risk assessment, mitigation planning and community resilience strategies through the Advanced Wildfire Risk Reduction practice. During a four-part webinar series hosted by the Institute for Local Government, he has shared unique insights on the best practices to help local governments better protect their communities against wildfires.
