Renne Public Management Group (RPMG), a division of Renne Public Law Group (RPLG), is pleased to welcome Debra Gill, former Director of Human Resources and Labor Relations for the City of Pleasanton. Ms. Gill is the newest addition to RPMG’s expanding cohort of consultants. In her new role, she helps local governments, special districts and nonprofits address needs and challenges to achieve greater impact in communities across California.

During Ms. Gill’s 22-year tenure with the City of Pleasanton, she was responsible for all human resources and labor relations functions including contract negotiations, strategic planning, employee engagement, organizational development, workers’ compensation, recruitment and retention, classification and compensation, COVID-19 response and diversity, equity and inclusion.

Complementing her service to Pleasanton, Ms. Gill remains active and involved with a range of other local government organizations, demonstrating her commitment to public service. She is a current Board Member for the San Francisco Bay Area Chapter of the International Public Management Association for Human Resources. A longtime member of the California Public Employers Labor Relations Association (CALPELRA), she served on the Board of Directors for several years, most recently as CALPELRA’s 2022 Board President. She also is the former President of the League of California Cities (CalCities) Personnel and Employee Relations Department, as well as a past committee member of the CalCities Governance, Transparency and Labor Relations Policy Committee.

Ms. Gill’s passion for diversity, equity and inclusion buoyed the implementation of Pleasanton’s first Diversity, Equity and Inclusion program, under the supervision of her longtime colleague and former City Manager Nelson Fialho, who now serves as Executive Director of RPMG.

A Bay Area native, Ms. Gill holds a B.A. in Liberal Studies and an MPA, both from California State University, East Bay.
