David’s career is marked by comprehensive experience in oversight of police operations, management of sensitive law enforcement cases and navigation of the complexities of the Peace Officers Bill of Rights. He has served as a Skelly Hearing Officer and managed disciplinary processes at the highest levels of law enforcement.

David held key leadership positions with prominent state organizations, serving over 10 years on the California Police Chiefs Association’s Board of Directors, including a one-year term in 2018 as president. Additionally, he spent nearly four years on the State of California Racial and Identity Profiling Act Board, where he served as co-chair for one year.
