David Swing

David Swing joined RPMG following a distinguished 28-year career in law enforcement, including more than 13 years as a municipal police chief for the City of Pleasanton and the City of Morgan Hill. During his tenure as Chief, he served on the California Police Chiefs Association’s Board of Directors for over a decade, including one term as President, demonstrating his leadership at the state level. He also served nearly four years on the State of California Racial and Identity Profiling Act Board, including one year as co-chair, where he helped shape critical policy discussions around law enforcement practices. David’s public sector expertise areas include:

- Police department leadership
- Racial and identity profiling investigations
David is a licensed California private investigator and qualified manager, and his expertise includes serving as a Skelly Hearing officer and managing disciplinary processes at the highest levels of law enforcement, making him particularly qualified to assist public agencies with sensitive personnel matters and organizational assessments.
David’s commitment to advancing law enforcement practices and building community trust is evidenced through his extensive board service and leadership roles in state-level organizations. His experience in contemporary law enforcement challenges, particularly in areas of racial and gender identity profiling investigations, makes him well suited to provide guidance and assessment of sensitive matters related to community-police relations.
David holds a Bachelor of Arts in public relations and a master’s degree in public administration from San Jose State University.
